A fees and rates bylaw in Alberta is a municipal bylaw passed by a city, town, village, county or municipal district under the authority of the Municipal Government Act (MGA). Under the MGA, municipalities have the legal power to charge fees, rates, and charges for goods and services they provide. This incudes utilities (water, wastewater, solid waste), licenses and permits (development permits, business licenses), recreation services, administrative services, and other municipal services and goods. These fees help recover costs and ensure that users who benefit from specific services contribute appropriately to their provision, rather than having the full cost borne by general municipal taxation. Individual municipalities adopt or amend their fees and rates annually or as needed through their council and include the specific charge amounts in schedules attached to their bylaws.
